This art form stands for Wedha Pop Art Portrait. It was made popular by Wedha Abdul Rashad. In the early 90's, Wedha started to illustrate faces formed by single lines and strong colors, inspired by the cubist style.
He then proceeded to draw these faces according to true dimensions, using a mosaic of colors
It is very popular in Indonesia.
You can create this vector art form with Vector Software like
Illustrator, CorelDraw and even raster based software like Photoshop. In this tutorial, Photoshop was used.
Load your Photoshop

Go to File > Open and add the picture to be used

If the image is dull, Go to Image > Adjustment. You can increase the Brightness/Contrast, Level, Curves and Exposure

Create a new layer (ctrl+N) above the image. This is the layer we will paint upon

Make a pattern on the image using the Polygonal Lasso tool

After creating each shape, use the Brush tool (B) or the Paint Bucket tool (G) to fill each pattern with different colour (You must have created a colour palette)
Sample Colour Palette
Create various patterns on the face. Each pattern should contain similar areas. For example, the white part of the eye should be traced together
For hairs, try and create spiky patterns

Use darker shades of colours to create some depth in shapes like nose, eyes and curves in the face

Use lighter colours to show highlights or areas where light falls on the face

After filling the whole face with different patterns and colours, you now have a beautiful art work
